We take into consideration that the world's institutions and NGOs have contributed effectively in achieving security, safety and development in all fields and resolve to address the multifaceted challenges facing our countries and peoples in the light of the social, economic and political changes taking place in the world.
There is a need to promote peace, security and stability as a prerequisite for the implementation of our development and integration program by relying on opinion and thought away from all political strife.
We are also determined to take the necessary measures to strengthen our common institutions and give them the necessary authorities and resources to enable them to perform effectively.
