Strategic Plaining

An introduction:
 In order to achieve the desired goals of the American International Organization for Invention, the need has appeared to exist to develop a strategic plan for the authority for the next years, Insha’Allah ( with God grand) , as a committee is formed according to a decision by Dr. Ibrahim Al-Yassin, the head of the administrative body, academic bodies and GOIDI magazines, in order to follow up and build a strategic plan for the authority with the aim of  bringing it to the ranks of international organizations, as the following areas are the main focus of this plan's interest:
 1. Scientific research.
 2. Community service and development.
 3. The organizational and administrative structure of the authority.
 4. Quality assurance and continuous learning.
 In addition, a working committee was formed for each of these axes, with the aim of determining the reality of the authority in these axes, and developing a set of strategies to address the problems and weaknesses in them and raise their level, and develop a plan of action to achieve the goals contained in these strategies for each of the main axes, and construction was also carried out.  On the authority's general strategic plan and to achieve this strategy and it has been approved in its various councils, as the results of the strategic analysis (SWOT Analysis) that were carried out upon building the plan were relied upon as there are no fundamental changes that occurred on the reality of the axes of the current plan in  the authority, and review the general objectives of the axes included in this plan, its strategic 

priorities, and the procedures that have been set for them, and benefit from and develop them.
This plan includes a detail of the authority’s development work plans, which will start in the year 2021 and end in 2035, as well as the new vision and mission of the authority, the image of the academic belonging to the authority, its goals and strategic objectives, which have been introduced some amendments to it to appear in line with the new aspirations of reaching the ranks of global classified bodies, which  They will be presented to the councils of the authority for approval and consensus, and to provide the main material resources for them in order to ensure the smooth implementation of the strategies and activities included in them. Figure (1) shows the general organizational framework for the agency’s strategic planning for the authority during the years 2021 to 2035
 

Since the establishment of the American International Organization for Invention, scientific research, in addition to the development of society, was one of the main goals behind its establishment, as the door was opened wide open to the results of research and scientific studies in order to guide the practices of the American International Organization for Invention;  This permits research production to always address many of the economic, social, educational and political challenges and problems they face, in addition to providing these societies with research leaders and trainers, which makes them contribute to establishing a safe and stable knowledge society that has contributed to addressing and confronting many complex challenges, at the Arab and global level.  .  To employ the accumulated knowledge and contribute to supplying the Arab and global community with inventions and innovations in the field of research and community service.

 The mission of the American International Organization for Invention is to provide distinguished academic expertise, to adopt a research program for the production and dissemination of theoretical and applied knowledge , to contribute effectively to building a culture of lifelong learning and improving the standard of life in its local, regional and global community.

Strategic goals or objectives:
 The American International Organization for Invention will work, during its implementation of the current strategic plan, to focus its resources and interests on a set of strategic goals and objectives, and activities that address the pressing and necessary challenges facing the American International Organization for Invention in the near future, as the American International Organization for Invention will harness its material and human capabilities for the sake of  Providing expertise and high quality coupled with its commitment to academic and creative activities that contribute to its performance of its second major role of producing knowledge, in light of the commitment of the workers in its administrative and academic units to the main values of the Federation and to enhance the spirit of belonging, pride and excellence in research production and harnessing it to serve the local, regional and global community  , ..
 Main areas and axes of the strategic plan:
 Taking into account the vision and mission of the American International Organization for Invention, as well as the image of the academician of the authority, the following strategic areas or axes have been identified to be of interest 
and development within the framework of the authority's strategic plan to reach the ranks of internationally classified bodies:
 1. Scientific research.
 2. Community service and development.
 3. Organizational and administrative structure.
 4. Quality assurance and continuous learning.
 The following is a review of the plans that the Union will work to adopt in the main areas and axes of the previous strategic plan:

 First: Scientific Research:
 In order for the authority to become a knowledge producer, it must have well-defined research lines, so that the original scientific research procedures are one of its strategic objectives, by creating research bodies or centers whose function is to conduct original and innovative research that leads to the generation of knowledge and results of global value in  Specialized areas within which his topics fall, as it is expected that the Commission will have action plans that include mechanisms for conducting original and strategic research, and basic research that takes into account long-term aspirations, and it should give special attention to research that deals with contemporary problems, issues and challenges facing the Arab and global community as a whole.  In order to develop innovative solutions to confront, deal with, limit and solve them, as it will expand the implementation and support of research aimed at improving the future of the Arab community in all health, engineering, educational, agricultural, social and educational sectors, as well as identifying the areas most needed to generate new ideas and knowledge for research, which are likely to  The new generation of scholars is directed and foundations to spread the culture of research in society.
In line with the main objective of this strategic plan represented in moving the authority to the ranks of internationally ranked federations, this plan will focus on the following objectives in the field of scientific research:
 1- Providing support for the existing research programs and centers of the Union to become research centers that have focused and specialized research interests, and this matter may come through the following strategies:
 1- Encouraging strategic strategic research that aims to develop solutions to the challenges and problems facing the Arab community and the world today, as there is a need for human resources that possess the capabilities to conduct strategic research that addresses the challenges and problems facing the Arab and global community, which are constantly increasing,  The authority - in view of the human 

and material data available to it, and the fact that scientific research and education is one of its general objectives - has a special responsibility to respond to social needs at the local and Arab level (at least), whether it affects the health, educational, economic or political sectors.  Or food ... etc., by focusing on strategic research that focuses on drawing plans and policies and developing solutions that help society meet its needs.  Perhaps addressing the issue of unemployment, providing alternative energy sources, addressing the scarcity of water resources, rationalizing energy consumption, and tackling violence in its various forms and others, is at the forefront of the issues that the Union will pay special attention to.
 2- Focusing on specific research areas to accelerate access to internationally ranked body and journals: it is expected to continue to conduct high-level research in the fields of: water and the environment, marine biology, human engineering, information and communication technology, acoustics, women's studies, energy.  Providing capabilities that encourage research aimed at innovation and advancement of technology, and that meet the existing human needs in the fields of human and life sciences, information, communication, environmental sciences, technology, invention of devices and tools, and they must provide mechanisms and programs for translating the results of basic theoretical research conducted by researchers into models and strategies for development.  It guides practices within the framework of sports, culture, science, technologies, health and agriculture.
Improving the quality of core research from a long-term point of view: the Union must keep pace with the continuous changes in social and economic conditions and the dictates of new and ever-changing challenges facing humanity.  It becomes the focus of its strategic research, or through the development of entirely new research fields that are reached through discoveries and the fundamental results that flow from them.
 2- Adopting the idea of collaborative research as part of the global research network, and this comes to the authority through the following strategies:

 1- Encouraging cooperative research by establishing a regional or Arab network for scientific research based at the authority, or by building research relationships with world-class research centers of repute in the context of scientific research, by entering into global, regional or Arab partnerships to conduct joint research  The prestigious level cooperative implemented by prestigious universities or research centers in the world or the region, can raise the level of scientific research at the university, which helps the union to reach the ranks of international federations in the field of scientific research.
 2- Encouraging international research by attracting the first row of researchers in the Arab world, the region or the world in all different fields of science, to work with researchers in the Federation in joint collaborative research or in joint collaborative research activities.
 Second: Community service and development Contribution to Society:
 Community service is one of the main functions of the authority, and it assumes harmony between the authority’s programs and the needs of the Arab community and its various and regional development plans.

 The role of the American International Organization for Invention in serving the 
community.

 
1. Upgrading the level of community service to reach the level provided in the classified global federations, and this will be achieved through the following strategies:
 Preparing the creative and advanced human energies to play effective roles in areas of Arab, regional and global interest.  Perhaps the most important role it can play in the human community is to supply this society with skilled, creative, and ethically and behaviorally committed human energies that can work to achieve well-being and facilitate the lives of individuals and improve their standards, whether on the Arab, regional or global levels.  As the Union will adopt a policy and philosophy of scientific research as its priority to maintain the open door policy, and to apply research and educational programs of a nature that take into account the reality of society and the Arab, regional and global environment in which the Union is located, as it will work to maintain its approach of providing the local, Arab, regional and global community with competencies,  Which meets the needs of society, the Arab and the world.
Organizational and administrative structure of the authority:
Head of the Commission: Dr. Ibrahim Al-Yaseen
 International Relations Adviser The American International Organization for Invention. It was appointed by the president of the authority within high personal and scientific specifications that qualify it to follow up coordination between the authority and international and foreign organizations.
 Tasks performed by the international relations advisor
 Supporting the administration and functions of the administrative body by providing advice, recommendations, and information to it, and assisting it in the evaluation process, and concluding protocols of cooperation and conflict and crisis management.
  The committees are represented in the Authority:
 First: The Planning and Research Committee and the Presidency and Administration of Journals and its tasks:
 - Achieving communication between the administrative body and the competencies in the authority
 Preparing reports on the magazines' achievements and submitting them to the administrative body in its periodic meetings
 Assists in preparing the editorial board meeting schedule in coordination with the concerned parties.
 Coordinate with the heads of the committees about their meetings and activities.

 - He determines with the concerned parties the authority’s needs in terms of equipment and supplies and sets the required specifications
 Collecting and distributing information to the administrative body, employees and members of the authority
 Assist those involved in preparing the authority’s annual administrative and financial report.
Managing the human and financial resources of the authority.
 - Establishing a system of work and employment relations in each magazine, and that before issuing the issue, it must be organized by the editor-in-chief, and then 
reviewed by the editor-in-chief and making amendments, and the editor-in-chief should transfer the number file to the editor who in turn puts the final touches and then send it ready to the head of the board  To supervise its good taking it out.
 Holds periodic meetings for workers and volunteers to provide them with information and to listen to their suggestions and recommendations.
 He directly tracks the work and accomplishments of employees and asks them to prepare reports describing their achievements
 - Asks workers to create work plans for them and discusses their procedures with them.

 Strengthening the internal relations of the organization between the authority and its members, as well as the external relations of the organization with other bodies that the organization seeks to deal with, and the use of all media and communication to define the organization and its goals.
 Sixth: Human Resources Management
 • Conducting interviews and adopting a selection mechanism by a special committee, and then evaluating people according to the requirements of the institution, taking into account impartiality when choosing.  The good selection is made according to the need and content of the work, and new planning is necessary before they start work, and they must be introduced before they start work in the authority’s departments, programs and workers.  To define the tasks and responsibilities of each person in it, a job description is usually used

 Fourth Axis: Quality Assurance and Continuous Learning:
 Quality Assurance and Continuous Learning
  Quality assurance is seen as a set of procedures that must be performed in order to set performance standards in all operations, activities and outputs of the previous axes that are the focus of the current strategic plan, in order to follow up the progress of performance, work and improve it so that the maximum effectiveness is achieved as much as possible, and it is heading towards  Reaching the ranks of classified international magazines, during his current strategic plan to develop a set 

of mechanisms or mechanisms that are characterized by continuous development, in order to follow up the quality achieved in the work of its administrative and academic units, the programs it provides, its services and procedures, and to develop action plans for follow-up, supervision and continuous evaluation, to ensure that the units are directed  The organization, academic and administrative magazines, and its programs towards achieving strategic goals and objectives, and those related to it, and to ensure the availability of effective tools for its work in light of the human and material resources available to it.
The Commission will adopt, in the context of reaching the ranks of magazines and raising the level of the satish citation, to reach the level of internationally ranked journals, a new philosophy of quality assurance and establishing its own principles for quality, which guarantees the quality of the work of its academic and administrative units and governing councils in them in general and enhances them specifically, and the elements of this philosophy of quality are as follows:  :

 1. The Commission considers that the purpose of the quality assurance process that it adopts is to enhance quality in expertise, and to root academic standards among the Union’s community, so that this would contribute to achieving its goals and strategic goals.
 2. The authority believes that the staff working in it should exercise their responsibilities towards providing a supportive environment, in which expectations and performance standards appear to be defined in order to encourage continuous improvement and innovation, provide continuous training opportunities, and provide channels for communication and mutual feedback between students, beneficiaries and recipients,  So that duplication and redundancy are avoided in their efforts.


 3. The Commission considers that the primary function of the regulatory framework for quality assurance in it is to provide consistency in good practices in 
the administrative and academic units, strengthen them and generalize them by opening channels for continuous communication and dialogue, and feedback between all administrative levels in the Union, which allows cooperation and exchange of experiences and successful experiences.  It is distinguished and stimulates the continuous development and improvement of the expertise it provides, and the continuous cooperation with academic institutions in the world to benefit from their experiences in the field of quality assurance.
 4. The Authority will work to provide all the policies, rules and principles that regulate the administrative and academic practices and procedures, through the Federation's Academic Quality Manual and Standards.
 5. Vigorous and continuous follow-up from all administrative levels to quality assurance procedures, availability of quality in the work of the Union’s units, and assurance to others that its procedures, practices, services and experiences are good, and are carried out in accordance with the latest academic standards, and that they meet the needs of their students and the beneficiaries of their services.
In order to achieve this philosophical view of quality and guarantee it in the authority, it is necessary to have a system and administrative and academic frameworks for quality assurance, so that it has standards that organize its work to achieve continuous improvement in the processes that take place within these academic and administrative units of the federation.  The following goals:
 1. Spreading, dissolving and rooting a culture for them.  This will be achieved through the following strategies:
 1) Continuous communication and dialogue with the administrative and academic units by the administrative and academic frameworks entrusted with following up and ensuring quality, through the holding of specialized workshops and conferences to introduce quality standards and good performance, and to spread 

the culture of excellence and quality assurance, and through the development of a guide explaining quality policies in the American global body  The invention and its standards and principles, and mechanisms, so that they are a reference document that supports the implementation and development of quality assurance mechanisms, and the publication and dissemination of distinguished experiences and practices for quality assurance.
 2) Self-reflection, reflection and self-review, so that a road map is developed that represents the procedural steps through which procedures and practices are implemented and services are provided, urging university workers to follow them, self-reflection, thinking, auditing and self-monitoring of the accuracy and safety of their implementation, and the exchange of feedback between them.
 2. Reconsidering the regulatory frameworks for quality assurance and accreditation in the Federation to move from its traditional formal role to the active and proactive role.  This will be done through the following strategies:
 1) Adopting specific work plans and procedures according to which the administrative and academic frameworks are entrusted with the follow-up and quality assurance process in the Federation, to follow up and monitor academic and administrative procedures and practices, as it is expected to depart from the scope of its current role represented by the follow-up to the general formal issues of the work of the units and to provide general, quantitative, statistical data on them.  To engage in the rooting and application of quality standards and principles in the work of the administrative and academic units of the organization.
2) Expanding the work of the existing Quality Assurance and Accreditation Center, the American International Organization for Invention, to perform the functions of an internal accreditation body, with all powers and responsibilities for accountability, follow-up and evaluation of what is happening in the administrative and academic units of the Federation in terms of practices, procedures, policies and quality controls in them, as it will take place in this context  Establishing a council 

for this center that includes in its membership representatives of the administrative and academic frameworks, whose task is to formulate policies, set standards and principles for quality assurance, and follow up their implementation by the quality administrative units in the administrative and academic units in the organizational structure of the American International Organization for Invention, and to identify obstacles that stand in the way of work.  These frames.
 3. Providing a follow-up, supervision and evaluation system for the work of the administrative and academic units and those in charge of them, and this will be achieved through the following strategies:
 1) Adopting a policy for documentation in the authority based on real and continuous follow-up of the work of the various units of the Union, writing periodic and quarterly reports on aspects of strengths, weaknesses and obstacles in their work by those in charge of the regulatory frameworks for quality and accreditation therein, and submitting an annual report by the Accreditation and Quality Center in the Union to study it and take  Appropriate actions and decisions based on them.
 2) To root and institutionalize self-evaluation activities in the administrative and academic units of the authority from all levels of their organizational structure, so that these activities become an integral part of the routine work of these units, with the aim of accurately diagnosing their work and their strengths and weaknesses, and identifying opportunities for development and improvement in them and obstacles or  Threats to this, provided that this is done annually, and to submit special reports on this to the constituent and administrative body for follow-up and accountability.
 3) To root the idea of strategic planning in the academic and administrative units in the American International Organization for Invention, so that each administrative unit has its own strategic plan from which procedural action plans emerge to achieve this plan.  So.

 4. Establishing the Center for Evaluation and Excellence in the Federation, whose function is to set policies and adopt distinct models in the Authority and reward them.
