The efficiency of the institutions is not measured by the financial results only, because the financial indicators are no longer sufficient, since the continuity of these institutions is dependent on measuring the efficiency on the quality of the capabilities necessary to bring about change and development in order to achieve innovation to fit the objectives of the institution, which is at the core of investment resources and competencies in the light of dramatically current events.
The competitive advantage between institutions and countries in innovation has become a strategic goal pursued by most institutions through the outstanding performance of their resources and human efficiency.
